There was research and then guidelines from the World Health Organisation saying formula milk is not sterile and must be made with water over 70+ (which means left to cool in the kettle for no more than 30 mins) to kill any bugs in the formula and the UK adopted it.
But baby food is supposed to be free of any bugs, more than any other food, isn't it?
Also I wonder if adding 70+ water, doesn't kill that all the vitamins in the formula as well? (Not sure if you are talking about degrees celsius here, or Fahrenheit?)
The WHO btw. get lots of money from companies who basically want to sell their products. Considering that, not everything the recommend by the WHO is actually recommended to keep folks healhy. I seriously doubt they would publish researches that don't agree with the sponsor.
We have very good tap water here, still it is recommended to boil the water, then let it cool down and only then add the formula. But while it is not recommended to prepare bottles, we sometimes did it. Especially before night, and when I had to go somewhere. But we only fed like one or two bottles a day because I mostly used to formula to get a rest from breastfeeding.
So I guess that it doesn't count really when I say that my baby girl has only recently had her first stomach bug, and she's 8 months old now.
ETA: to me the stricter rules sound like they want people to waste more formular and therefore have to buy more. But yeah...
