28 weeks and baby at 13%

My wife went for a followup ultrasound earlier this week because the last one showed her pluacenta was to low. Well, that was fine this time but they called her the next morning and told her the baby only measured at 13% for size and they want her to go to a local hospital for a more indepth ultrasound. Now my wife is stressing out and they still haven't scheduled this ultrasound so of course she got online and freaked herself out even more. Has anyone been through this before? We have a 2 year old daughter and that prey fancy was smooth and flawless. The doctor didn't explain anything and just kinda left us hanging. Does this mean he will be a dwarf or something? I try not to worry until I know I have something to worry about but I want to ease her mind.
 
My son was measuring in the 15% around the same time I was seeing a specialist and was put on bed rest bc there was some cord restriction meaning he was not getting the best flow from the cord he is now in the 13% and getting monitoring 2x a week to check he is doing ok

She'll get more check ups and from what I was told if my son got to 10% I would be induced best of luck to you both
