A store would never attempt to prosecute a child who snuck a little creme egg or something like that when mom isn't looking. Police and the courts would never prosecute that, it is certainly not in the public's interest (police might attend to give the child a lecutre).
Now, a parent hiding groceries inside a stroller or child's clothing (which DOES happen and is pretty sick) is a whole other story. That would at the very least involve social services, assuming the store contacts the police.
