advice needed

Oz friend asked me to see if any of you ladies could help.

Basically she has a 3 year old and isn't with the father. He allegedly beat her i say allegedly as no one really believes her but anyway he doesn't see the child. She wants to get him a passport to go on holiday but when she got the application it says you had to send parents birth certificate! So will she need the dads?his made is on the birth certificate so does this make a difference.
