American visa?

Can you apply on behalf of someone for an American visa or not?
I ask as was wanting to sort a trip over there as a surprise for DH birthday, his brother lives out there and he is desperate to go over but obviously if I told him to apply for visa it gives the game away slightly xx
 
I did me, oh his parents and his brother in laws all together. You can register as a group to save putting the same info in over and over. You'd need his passport to get the number, expiry etc though

Hope this helps. If you're from the UK you don't need a Visa as such to travel to America but you do have to apply through the ESTA system (used to be what was known as a 'visa-waiver'). You can apply on behalf of someone else :)
