Avatar help?

I'm trying to change my avatar so i've downloaded the image onto my PC and tried to do it that way but it's saying i'm not allowed to have an animated one - does that mean i can't have any animated one or is it due to something else?

Haven't tried to change my avatar on here before so i'm not too sure...
