Can anyone tell me what this toy is from this picture?

My almost three year old loves this toy we picked up in the toys r us sale a couple of months back and I have absolutely no idea what it is but I'd like to get her some add on sets if they exist? What is it the little thing vibrates to move along and has a little rubber thing it goes into to change how it looks like a different skin? Tia!
