Can you report someone without them knowing it was you?

I put a thread on last week about this woman i know slapped her 4 year old across the face in the school yard, i'm still disgusted by it and it happened on friday. The problem is she is part of my oh family so i dont want to start a family argument but i think she was totally out of order and if she can do that in public what the hell is she doing behind closed doors. So my question is can i report her without her knowing its me and who do you report it to? Also i don't even think i could tell my oh which makes me feel very uneasy as we don't have any secrets but i know he wouldn't want any trouble.

Yes, absolutely you should report it.
Give Social Services a call. They will keep it anonymous.

You can also report anonymously to NSPCC and they pass the information on to Social Services.
