I'm still waiting for mine to move up like she should've done after 12 weeks! My MW has checked the height of my uterus and everything, and it's all normal, and there's plenty of room for her to move around, but she like's to hang out as low as she possibly can. The majority of movements are still below my pubic crease and when I lie down, the bump doesn't even really start until just below my belly button.

Apparently there's no cause for concern though... Apart from the fact that if I were carrying higher, I think I'd look pregnant rather than fat
