Changing From Rear To Forward Facing Car Seat

the rules they have here are the 20 lbs or 1 year old but there thinking of changing it to 2 years. i personally will do it as long as possible Carter is already 19 lbs so if i went by the 20 lb weight rule he would be front facing at 6 months which is NOT safe. They say its better to have broken legs than a broken neck which sounds horrible but its true Carter has long legs but i plan on keeping him rear facing well over a year.
