I'm confused as to why my chart didn't give me a cover line, I had a strong positive OPK

& any idea what the dip and spike in temp could be from the 16th and 17th?

because you didnt have a sustained thermal shift. It went up and down slightly.

There's no clear ovulation day on that chart but if you had positive opk perhaps there's a reason why your temps aren't showing it. What day was the positive opk? Maybe your temp will show it in the next few days.

CD 12 was my positive. Could it mess up with some temps being taken 30 minutes later than others?

I agree you haven't gotten CH or a coverline because you have no clear shift. Your opk was positive on about the same temp as the few days after. Did you have any other symptoms of ovulation with the positive opk. (EWCM, Ovulation pain?) If not then I would go back to opk testing as you probably haven't ovulated yet. By temp alone your most likely day for having ovulating would be cd 10.

I got my coverline today
