Confused. Re Signature Pics

Read somehere that you cannot include a signature until you have 10 posts. I have exceeded that but find that I can't upload a pic, at first I thought it was tech problems, but noticed at the bottom of the screen, I did not have permissions.

Anyone know how many posts I need to do to get this permission? I feel like am hurdle jumping.

i have tried to upload a pic a few times and it just keeps saying upload failed, any ideas?
