Definetly raise it with ebay. My understanding is that any receipt first class and recorded are both covered by the PO insurance up to £40. If he has given you neg feedback i would think ebay could investigate it as if he is not responding that is unfair. I would also try and get him to get in touch with the sorting office. I had a toy that i sent to a buyer and a couple of weeks later he claimed he didnt have it. I suggested phoning the sorting office and right enough it was lying there unclaimed. It does sound like this person is at it though. I dont ever send things unless they are recorded.
