Getting Toned Up?

I really want to get toned up before summer. I don't really need to lose any weight - I'm pretty comfortable with my weight. I just want to gain some muscle weight and become toned, but not body builder or anything. I've got some tummy flub and some cellulite on my legs. How can I get rid of this without having to lose too much weight?! Diet ideas, exercise routines?? Help!!
 
An ideal diet would be low-carb and no refined sugars (breads, pasta, etc.) - if you do eat carbs, make sure they're healthy alternatives.

sweet potatoes > russet potatoes
whole wheat pasta > regular pasta
whole grain bread > white bread

Eat 1,500-1,800 calories a day.. just make sure they're healthy calories. Don't live on salads, it won't get you very far!

Exercise-wise, I have a baby and no babysitter.. so I did most of my workouts from home. Sit-ups, crunches, squats, mountain climbers, planks, etc.

I have some pictures.. I went from 182lbs down to 140lbs. I still have work to do, but I toned most of my body up from doing light exercising and eating healthy.
