how to make a new thread in Buy, Swap,Sell

Not sure if I'm missing something obvious but how do I create a new thread in Buy, Swap Sell?
When i select new thread in that forum I get a message saying I don't have privillages for that, but i can create a new thread in this area?
any thoughts?
