For sizing, I would wait until you have some nappies to measure. You'd normally want them big enough to cover the inside of the nappy but not so big that they'd poke out of the sides or you'll get leaks. Weenotions makes three sizes - Small 26x11cm, Medium 29x12cm and Large 31x14cm but I prefer even bigger for the large ones. With a small baby and some types of nappies you might want smaller. I'd just wait and see really! When you do cut some, I'd just cut as many as you need up, don't use the whole blanket or you'll be swimming in liners! Save the rest for if you find you need bigger ones later on.

Thanks for the advice - will just get 2-3 cheapies for now. I'm assuming that I'll need to buy new for the council incentive
