Is this a petechial rash?

Yesterday afternoon, OH & I noticed this rash on our 19 month old daughter's lower-mid back. It's a bunch of tiny red dots, not raised and doesn't seem to resemble eczema to me. Someone suggested heat rash but it's been over 24 hours and hasn't gone away.

I've kept an eye on it since and it's still there. OH says he thinks it's fading but I don't think so. I think it's spread just a little (comparing a picture from yesterday to one from today) but it's a little hard to tell.

I've asked several mom friends and I'm getting answers clear across the board. My instinct was to take her to the ER (she is currently without insurance otherwise I'd make an appointment with her pediatrician) because I've only heard negative things about petechiae, particularly on the back/below the nipple line. But my mom thinks it's nothing, OH thinks it's nothing, a handful of moms I asked said it's likely nothing but then there's a ton of moms that said it could be very serious and it's worth it just to get her looked at. Said it could be something as serious as leukemia (though I know that's not likely the case here) or platelet issues in which she'd need a blood transfusion. But I don't want to overreact, you know? And since both my mom and OH don't think there's any cause for concern, I feel like I have no support in being worried about it.

My mom (we're currently living with my parents) is the biggest hypochondriac you'll ever meet. She's constantly diagnosing herself with diseases or illnesses thanks to Dr. Google. She's diagnosed herself with cancer at least 2 or 3 different times and then tests prove she's wrong. She's always got some ailment or flare-up happening but the doctor's never find anything actually wrong. She's quick to dismiss any health concerns of others so I take her opinion with a grain of salt however, my OH is so fed up with her nonsense and diagnosing herself that he doesn't take my concerns like this seriously because he just sees me reacting how my mom would about herself, you know? I totally get where he's coming from because I do the same toward my sister when she tries to do the same thing. That being said - I don't know if I'm overreacting. I also don't know what to do since OH doesn't think we have to worry about anything.

The first picture was taken last night. The second picture was taken roughly 24 hours later (earlier tonight.) I suppose I should also mention that they don't go away or turn white (blanche?) when you press on them.

Opinions on the rash itself or the situation in general? Thanks!

If it were me I'd take her to be checked out. Hope you find it's gone soon...
 
Does she has a temperature or has she been unwell? Looks like where clothes/nappy has rubbed and caused the blood vessels under the skin to burst. This can take a week or so to clear up. Its probably nothing serious however I would definitely take her to get it checked out as you can never be too safe and they would rather see yoi and reassure you then you leave it and it be something bad. Xx
 
No fever that I've noticed. She's been very irritable lately but I figure it's part of the terrible two's. It's right under where her diaper sits but in 18 months she's never had a rash like this because of her diaper. It almost looks bruised underneath (though the bruise is faded slightly today compared to yesterday.)
 
I get those! (I have one on my leg fading), agree with clever blond, looks like blood vessels burst. I have very sensitive skin, if my skin feels itchy & I scratch it the blood vessels under the skin burst leaving a patch of red spots, when they start to fade it turns brown, for me it takes around 3 weeks to fully fade

This is the most recent one I have, when you touch he skin it's smooth, there rash is not raised, just spots under the skin

I get that a lot too, usually from over tight bra straps! I just have ridiculously sensitive skin. Was she wearing tight trousers or was there a label on them that could have scratched? Or even falling on a toy might have done it.

Even still, it might be worth taking her to the doctor to be safe if you're worried.
 
I'd still take lo in just to get checked. Wait...confused here...why can you not go to a pediatrician?
 
If its any kind of rash that doesnt fade i would take her straight to get checked. x

She doesn't have medical insurance right now and I definitely can't afford an appointment out of pocket.
