Keeping nappies soft

How do you ladies without tumbledriers keep your nappies soft? We have really hard water here and don't have a tumble drier (which will be fun come winter!!) and I've noticed some of my nappies/inserts getting a bit crispy, particularly the tots bots.

Is there any way of keeping them soft so that they aren't so scratchy for Lottie?

also - fleece liners. some of my preloved cotton LLs were so crispy even when tumbled and washed in Bold 2 in 1 that the only way I'd put them on him was because the fleece was next to his skin and so I don't think he even noticed.
