Looking for the name of a movie, proving impossible!

I've been looking for a movie name for ages and it's driving me mad. I now have everyone on my Facebook trying to find the name and no ones got it yet!

It's an 80s or 90s (I'm thinking maybe 90s) kids movie about a brother babysitting his younger sister. She gets sucked into the TV by this weird man and his accomplice (I think another man) and the brother goes into the TV looking for her. I remember lots of bright colours in it, odd hypnotic images, one point they are flicking through channels in the TV and end up in a Kool Aid commercial (so it's obviously an American movie).

Please help, I've become slightly obsessed, can't rest until I find the name of this very strange movie!
