Low Progesterone mistaken for short/incompetent cervix???

I am not sure if this is in the right place but here it goes.
With my first pregnancy I was diagnosed with an incompetent cervix. Since my early miscarriage a few weeks ago my doctor is starting to doubt my old doctors incompetent cervix diagnosis. Obviously she is not ruling it out yet but she says my cervix was closed, tight and firm and couldn't get her finger in (this is not the first time she has mentioned this) and said we will plan on having cerclage just the same basically just in case I do have in incompetent cervix. However she wants to check my progesterone levels when I get pregnant next. I have always thought only caused early losses but I have since been reading about it and it can be a problem in late pregnancy too (second and third trimester). I haven't found too much information on it but what I have found makes me strongly feel like it is a possibility. Some signs are irregular cycles, bleeding/spotting in early pregnancy, preterm labor/birth.

I am just curious if any has any information, experience on this? I know only time will tell this is possible or true but meanwhile I'm hoping someone might have some insight. Thanks!
