my garden stinks of cat wee :(

And I'm sick of it!! I love cats, used to have two of our own but not now. I always have to go and check the garden for cat poo before I let the kidsout and I invariably find at least one. But when I go outside to hang some washing out I can really smell it. I know cats don't go in their own gardens and I've sprayed lemon juice around a bit and I had lemonade bottles out but Thora keeps picking them up and moving them lol Does anybody have any other suggestions?

I bought a cat scarer.
It is humane, but keeps next doors 5 cats out!! You can turn it off when you go out in the garden.
