What's a "proper" fish & chip shop?

Is it a takeaway that does JUST fish and chips or is it that but ones that taste proper compared to other takeaways that do JUST fish and chips??

Because we have one here that does just fish and chips but i wouldn't call it proper...a rat once was seen coming out of their store
