Private message rules?

Hi everyone

How many posts do I have to have in order to private message someone and also how many posts do I have to have in order to edit a previous post?

I tried to search to see if someone allready asked this (which i'm sure the question has been asked a billion times) but I couldn't find anything on it.

Is there a previous thread that has the rules for such requirements?
