Putting toddler to bed, please help

My toddler now has the sides off his bed for about a week now. The second night he went to sleep no problem at all, but every other night has been a nightmare. It takes about 3 hours to get him settled, as I have to rub his back for him to sleep.

Just wondered if anyone has any advice for me about putting him into bed and getting him to stay there?
 
With our son we put a stair gate across his bedroom door and he had toys in this room.
We basically settled him in his bed, told him he wasn't allowed out of his room but if he wanted to play before going to sleep he could.

We then left him there and let him get on with it. As he couldn't come out of his room he'd eventually get bored and tired and go to bed. You may find that it takes him a while to settle down for a few days or even weeks but eventually your lo with get the idea.
