Query...(possible TMI)

Can you report someone for urinating in public? I say public, its in my parents neighbours garden. My parents have security cameras due to some vandalism several years back. My dad was just doing a check before going to bed and saw a young lass urinating in the neighbours garden (yes she knows the people living there - well the son). I told my mum they could be reported but she's not sure and thinks the police have to catch them in the act. Any ideas anyone?

I wouldnt know but if they have video evidence then i would presume that would be enough proof?

I would imagin its like any law broken the police dont have to see it as long as there is proof.
I once had to wee in the garden but in my deffence it was the mil's garden because she wouldnt hurry up in the bath and it was first thing in the morning and I have a dodgy kidney and bladder frim birth
