Very clingy 4 yr old

Hi! I'm actually writing this on behalf of my sister and my mother. We've exhausted the internet searching for information, so I thought I'd turn to you lovely ladies.

My sister has a newly-turned four year old, who is exceptionally clingy to her. She was like this throughout her "threeanger" stage, as well. If her mother is around (she works), her daughter won't leave her side. She has to sit on her, won't let her talk, and won't go to other people, other than her father. She does go to nursery, and has since she was very young, and there appear to be no problems there, but outside of nursery, she is permanently attached to my sister. She used to love her Nana (my mother), and would happily go to her, kiss and cuddle with her, and be left with her, but this hasn't happened in over a year. My mother is heart broken--it's her only grandchild who lives near her--and my sister is absolutely exhausted.

As an example, my sister and my niece (we'll call her G) arrived at my mother's house for a Sunday afternoon. G wouldn't say hello to or even look at my parents and clung to my sister. Finally, my sister got up and said she had to go grocery shopping. G watched her go as my mum had her arms around her, suddenly went rigid, and began to cry. My mum finally calmed her down enough by getting her in front of the television. She somehow managed to get her to the library (G was miserable the entire time). The minute my sister came back (she had actually gone to the movies to get a break), G was all over her again, and no one but my sister existed anymore. This is just one example of many. I know it doesn't sound so dire, but it's exhausting my sister to the point of a breakdown (she's constantly getting sick), and my mother just wants to spend a loving time with her granddaughter.

Everywhere we read that it's just a phase, but it's been a loooooong phase, and is having some pretty unhappy consequences. Any suggestions? Any experiences?
