Yes definitely! With my first pregnancy I have pictures from 19 weeks and have absolutely nothing - maybe just a little something that looks like I'd gained a little weight. I was very skinny at the time too, so I don't know where baby was hiding. It's totally normal, though And you should be having your anatomy scan soon, right? So hopefully that will put your mind at ease when you see your baby doing flips in there!
During my first pregnancy I have a pic of me at 18w and I just look like I'm sticking my stomach out or bending to have my stomach sticking out, there was no real roundness. This time (3rd), I'm waaaay bigger than that at 14w. The body takes longer to stretch itself when it has never done it - it's normal
28 weeks and no bump at all. Doctors and nurses are surprised. But baby is right on track so they aren't worried. While I wish I had a bump and looked noticeable pregnant, I haven't had to spend money on any maternity clothes.
If the medical team are happy then enjoy no stretch marks and your clothes fitting for longer! I am also in the smaller bump camp and I'm actually really happy I am. with my first pregnancy my whole abdomen went "thicker" and it's looking like it's going to be similar for this pregnancy (only 4 months now). Enjoy it I say!
