It took us ages to find a suitable one for Noah.
What you have to consider is going around corners!!
I'd personally go for one that you can turn by using the handel, that looks the type that you'd had to tip on its back wheels to turn a corner.
We looked at this

We tried Noah in it and he really wasn't secure or safe IMO, it was also quite flimsy and so hard to stear.
Then we looked at this.....

But again the same problem, his feet were actually touching the floor!! There was no strap or harness to keep him in!!
We ended up getting this......

BUT........ it has a diff part for smaller children (which has been taken off on this pic)
Has a part which attaches to the seat to keep them secure and a clip on the wheels so that they can pedal but the bike doesn't actually move, it also has little foot rests that comne from under neath if LO can't reach the pedals. You can stear it and go around corners easy.
The added bonus is that when their older its a bike too which means you don't have to buy a bike!!

Thats what ours has on it!
I personally wouldn't go for the plastic type ones, they just didn't seem comfortable or safe.
Prob worth a trip to Toys R Us to test them as they may look nice & comfy but LO may not sit right in them.
