Can stage 3 milk be made with room temp water?

We are about to move on to Stage 3 follow on milk. I think I've seen a few ladies at baby groups mix the powder with room temp water. I might be wrong though, I might not have seen them use a flask or something. I am just wondering. Can you do this?
 
Would depend on the formula I guess - I know there's the Hipp stuff that uses a lower temp water than the norm. The Cow and Gate I use is the same as the stage 1 and 2 - 70 degree or above water.

They possibly had a flask or had filled the bottles with boiling water when they left the house so they'd cooled to the right temperature by the time of a feed (if I tried this stunt the bottle would leak with 100% certainty but that's my shitty luck - same with any container of baby food that stains - that's always going to leak as well) I guess?
 
I'd go exactly by the preparation instructions of the formula you're using. On the back of the formula we use is stated to use boiled water cooled down to 50°c and then add the powder. I know in other countries it's different but for her formula if we were to use water too hot it'd destroy important nutrients. So, it varies depending on brand (and possibly country?), but again go by the instructions. :)
