That sort of information is not as freely accessible as say in the U.S. Teachers, landlords and people of authority can and will be notified when needed, but general public cannot access that information. It's "against human rights". In the US you can find out whether a sex offender has moved into your area.

Have u noticed when its genuine like this horrid case the family dont want to do an interveiw, but the ones where close family involved ot its fake they jump straight in to do one.

This may very well be down to the child's witness statement. The type of car, and the fact the child may have recognised the driver. It could be a number of things. Also the fact he may well be a sex offender. Again, all just speculation at this point though.
