How to stop people from touching my baby?

I don't mind it at all in fact i think it's quite nice when people are showing an interest and want to engage with lo. The other day in a supermarket lo kept smiling at an old lady we bumped into a couple times and when we were.in car park we bumped into her again and she asked if she could give him a cuddle which I happily did and she told me it had made her day and she walked away with a big smile on her face.
 
My lo was preemie so I was pretty forceful on the no touching.
I got a little sign for the buggy which said "please wash your hands before you touch me".
Also my baby was born in winter so when I would be out I would have the rain cover down at all times.
People would stop and wait for me to lift it but no way was that happening.
 
I feel that since being a mum I'm constantly forced into being rude, I think I was such a pushover before having the kids. Having twins I get a lot of attention, plus the fact they have big blue eyes (not so common in Spain) and a smiley disposition means people are constantly coming over to see them, hard to get any shopping done! I don't mind in general, though I sometimes get impatient, its kind of nice to make people happy. But I don't like them being touched, as the OP said, it happens so quickly its hard to react or do anything. Maybe its also the fact I like my own personal space, but I do think of germs too. I suppose its also I just wouldn't do such a thing, I could never touch a baby or a child, or anyone without some sort of invitation and reason to do so.
 
When DS was born he was always bundled up in his carrycot because it was cold and if people tried craning their neck to look in I always shot them my famous death glare.
Nowadays he gets all shy when people talk to him and pushes his arms out but strangers think he wants them to grab his hands, they also touch his head because he's always had such fluffy hair. I always have to say 'do you mind not touching my baby?'
