If you click on the users name there will be a drop down option to send a private message x

Sorry my mistake, I did not realise you were a new user
you have to make a minimum of 5 meaning ful posts to access PM's

From the rules/overview

You must make five posts before accessing the Private Message feature. If you choose to make meaningless posts to overcome this restriction, your account will be banned
