Parental leave

Does anyone know anything about this? I know you get up to 4 weeks of unpaid 'parental leave' a year. But what are the conditions for an employer agreeing to it?

I have googled and found out that parental leave is a statutory right but what does that mean.

it means you can take unpaid time if your kids are sick
