Quick cooking question

I'm just about to start tonight's tea and now not so sure whether I'm going to be giving us all food poisoning or not.

Bought some fresh fish last week, froze it that night as it ran out that day and thought it'd be ok to leave on the counter to defrost today but I've just read that it should be done in the fridge and no other way?

Please someone tell me if it's really not ok to cook now?
 
It should be okay if it has not been very hot where u are today.
28 here so I wouldn't use it if I had defrosted it at my house.
 
It's probably been around 24 here so looks like it's going in the bin :( thanks hun
