whats the best software to edit photos?

im sure this is in the wrong place, but you edit tech buffs should be able to point me in the right direction

i particularly want to do coloursplash, picking out bubs's eyes in photos,

looking for online / free to download software if possible

Photobucket does have photo editing on it if you have an album on there but I used to use either photoshop or paint shop pro
