I think we earn to much to claim but it says on the website that you can claim if your on Child tax credit higher then family rate but if you have a baby under one arn't you in a higher rate then basic?

No, from what I understand you are absolutely right - once your first CTC kicks in, it's at that higher rate, and makes you eligible for the SureStart grant.

But you have to be quick, you only have a window of 3 months after the birth to claim, I believe.
