No, at that point the baby has differentiated cells into a heart and a few other organs, identical have to happen early, before or right after implantation, otherwise it just makes one baby. Twins can occur up to 9 days after fertilization.
 
ok im asking because my friend had a scan at 5+5 and there was only one sac and yolk etc. but at another scan at 7+5 there was 2 babies.... the second baby was smaller than the first.
 
I would say they missed it the first time, it can be easy in those first few weeks.
 
Yeah I would say they missed the second one at 1st scan due to them measuring smaller than 1st baby x
 
If the scan was rushed or view not so good then it could be easy to miss one when they are super tiny.
