Who can sign first passport?

I need to get kids passports done asap, who can sign? O know a dr can but soo expensive, can the manager of preschool sign it if she has a degree? X

I'm only a nursery nurse and i've signed 2 for other people, no problems. Did the MIL too as got diff name and address No need to pay someone!

I got my BIL to sign it, he wasn't married to my sis at the time, so wasn't related
