When my second was born my eldest was 2 yrs 2 months and we definitely needed a double buggy.
It all depends on how much you walk and how much your eldest sleeps.
I tend to walk a lot and therefore on days when i was out for a large part of the day i had to have a double or else DS would never of coped. He also slept in the afternoon so a buggy board wasn't always the best option. We did have/still have a buggy board and he used it no problem. We only go the one that you stand on - however i had a big pram so DS used to sit on the board with his legs under the pram, resting on the basket.
IRO of double buggies - i had a Phil & Teds style double (OBaby XI Twin) and also a side-by-side. I hated my OBaby double - my DS was to heavy for it to push very well - basically the heavier weight has to be closest to the ground but thats not possible with a newborn in it. Once lo got to being 6 months plus it wasn't too bad. We ended up getting a side by side and i loved it (Urban Detour). The only problem was that i couldn't use it on the bus and i couldn't get it through the front door.
So basically, if i had my time again i would get a buggy board for short trips out and a side by side double, preferably one that is narrow enough to get through the front door but i wouldn't not get it if it didn't.
