19 month old hitting, pinching and throwing things,help!

I don't know if since I had another baby if he is trying to get more attention but this last month he really started hitting more.
I try to tell him no firmly and he laughs and keeps at it. I think he may be too young for time out because he doesn't understand...or maybe he would? Any ideas how to make him learn to stop?

I'm in exactly the same situation and just stand up and walk away or turn my back on dd1, time out turns into a game of chase to put her back on the spot, shouting seems to have little effet as she's just pleased for the attention (I also have PLENTY of one to one time with her, but obviously not the 100% of the time that she wants)

It's getting slightly better with time and now we only have the odd day where she's particularly bad.
I also have a playpen out which I would put her in if she were completely flipping out and beng a danger to herself and the wee one (whom she attacks if she can get close enough) I haven't had to use it yet but will if I have to.
