I think having the evening invite is a great idea. People still get to come and celebrate with you but then you don't have the added cost of extra plates for a meal.
I personally didn't ask for money at our wedding and there were unfortunately people who we couldn't invite as it was too expensive for us.
That being said however, we did commit to having x amount of people at our wedding. You will inevitably get declines, if you put your invites out a bit earlier than the suggested date once you start getting declines you can start adding other people.
That's what we did at ours, at least.
