There are most likely people that do this with no problems at all, but I think you're only supposed to heat the water once...and it should be at least 70 degrees to kill off any bacteria in the milk powder. Saying that though, I don't make up bottles using the 'recommended' method - I make them all up in the morning, cool them in a bowl of cold water then pop in the fridge, then warm up as needed using a bottle warmer.
I boil a kettle of water, pour into a flask, let it cool and cover. When LO needs a feed, I simply pour the required amount into her bottle add formula, shake and feed...takes about 40 seconds.

This is the way I used to do it and all was fine, but then I was hearing everyone say, and the tub says it too, that the powder has to be added when water is hot
