It definitely indicates that your surge is over. The only concrete way to know you have o'd is if you have a rise in bbt. You can also tell if your cm dries up. Mine began to dry up towards the end of the day on CD 20, it was a little thicker on CD 19 compared to the other 6 days of EWCM. We bd'd on CD 19 so I made sure I orgasmd to ensure my cm was very thin.
