So confused about Progesterone level

Progesterone 0.7
PROGESTERONE Reference Range
Follicular - 0.2-1.5 ng/ml
Ovulation - 0.8-3.0 ng/ml
Luteal - 1.7-27 ng/ml
Postmenopausal - 0.1-0.8 ng/ml

ok this is what I received on my progesterone levels. I had it done on 9 dpo so i think I waited too long. Anyways. when I look it up no one has a .7 so is my doctor using a different chart or something. All they told me is this is normal.

Progesterone is measured in 2 units: ng/ml and nmol/L. Most doctors use ng/ml and according to several medical websites, a level of 3-4 ng/ml indicates that ovulation has occurred. So based on your results you haven't ovulated or if you have a short LP you ovulated but your levels have already dropped back to follicular phase range. Checking it on 7dpo vs 9 dpo should not make a big difference
