Soreness around tummy

The skin around my tummy has become very sensitive and is getting easily irritated by the elastic in my underwear. I do look and feel quite bloated, but my pants aren't that tight. When I look there doesn't appear to be any marks though.

Anyone know what this could be? Has this happened to anyone else? And what can I do, short of going commando?
