Dry pailing and Tea Tree

I assumed Tea Tree oil was for use in wet pailing - but I saw someone on ebay saying they dry pailed with tea tree. How does this work? Is it a soak after in tea tree?

some people put a drop of essential oil in the bottom of their pail or on blotting paper

I put some on a flannel a the bottom of my bin and everytime I open the bin all I can smell is the tea tree (I also use lavender too)

I stuck a breast pad in the lid with some oil on it.
