Heat rash?

Mikey has eczema anyway, but recently he gets a red rash on his back/neck and a few spots on his legs/arms. Sometimes they're gone next day, sometimes they're not. He does itch at them.

He doesn't seem hot and gets them when he's just wearing a t-shirt and trousers.

Is it heat rash or should I maybe change my detergent?

I take him a few weeks ago and she couldn't tell me what it was, but didn't seem worried. As I wanted rule out chicken pox/flea bites.
