help! newly laid concrete has white film growing on it

we were given the keys to a property three weeks ago. it had newly laid concrete floors because of rising damp. after a few days we noticed a 'frost' like substance on the floor. (picture attatched) however, I am lead to believe this is the salts etc coming out of the concrete. I phoned the council and they sad they would treat it (it looks like they haven't done that yet, if they have it hasn't worked) but that its safe to put our carpets down on top of it there was no problem. since they said this, this 'substance' has continued to grow according to my df.

so is it safe and do I need to treat it myself?!

i think its just the salt etc coming out the concrete.. does it hoover/sweep up?

i wouldnt put carpets down if they are going to treat it as you will just have to pull it up & faff about re-laying it. x
