Neighbours dog won't stop barking, what can I do?

My neighbours dog barks most of the day in my flat and it drives me nuts at times. Any suggestions what I can do? I am in a council flat

phone the council and make a complaint if it is excessive.

Is it that they're out all day at work? If so they might not even realise the dog barks so much in their absence. I'd say have a tactful word with the neighbour but honestly I'd probably bottle it unless I was on chatting terms with them lol. So speaking to the council would probably be the way forward.
