anyone using a bottle warmer when baby is born?

I breastfed my firs two babies but the first took occasional bottle at room temperature. Someone was telling me the government now advises not to make up formula until it is needed so I guess you don't make up bottles and store in fridge anyway? Therefore room temperature may be easier to store water at then add formula?
This may be rubbish - things have changed a lot in last 8 years!
